The Sustainability Reform of EU’s Fiscal Rules In the euro area fiscal policy remains a national competence, but an EU-level regulatory framework provides guidance and sets limits. However, these criteria, developed in the early 1990s, are by now outdated. Today, EU officials openly admit that the mismanagement of the eurozone crisis of 2009-2015 has demonstrated that this framework, which is based on fiscal (and monetary) conservatism, needs reform. However, the rethinking of these common policies, including the monitoring and evaluation criteria, should not happen from a narrow economic perspective alone, but requires the internalisation of the environmental and sustainability dimension. Climate Action Network Europe (CAN Europe), a pan-European network of environmental NGOs (of which Clean Air Action Group is a member organisation from Hungary) and other professional organisations focusing on sustainability, have put forward concrete policy proposals on how the reform of the EU’s fiscal governance could incorporate the EU’s climate commitments. These climate targets, pathbreaking at the global level, can only be achieved if member states engage in public finance efforts in this direction year after year. In the case of Hungary, it is particularly important to require the strict implementation of the reforms foreseen in the Country-specific Recomendations and the Country Report on Hungary. The misuse of the activation of the General Escape Clause General Escape Clause (member states have been allowed to increase their public deficits and debts with the aim of alleviating the consequences of the Covid pandemic) by the Hungarian government (https://www.levego.hu/sites/default/files/Misuse_of_General_Escape_Clause_by_Hungarian_government.pdf) proves that without the enforcement of robust measures any easing of the fiscal space might cause more harm than good. Ezek a kilencvenes évek elején kialakított kritériumok azonban mára elavultak. Napjainkban már uniós tisztségviselők is nyíltan beszélnek arról, hogy eurozóna 2009-2015-ös válságának félrekezelése bemutatta, hogy a fiskális (és monetáris) konzervatívizmusra építő keretrendszer reformra szorul. Az irányelvek, a monitorozási és értékelési szempontok újragondolása azonban nem történhet meg csupán szűken értelmezett közgazdasági szempontok szerint, hanem szükség van a környezeti, fenntarthatósági aspektus internalizálására is. A Climate Action Network Europe összeurópai éghajlatvédelmi civil hálózat (melynek Magyarországról a Levegő Munkacsoport is tagja), illetve más, fenntarthatósággal foglalkozó professzionális szervezetek konkrét szakpolitikai javaslatokat tettek arra, hogy az Unió fiskális kormányzásának reformja hogyan tudná magába foglalni az Európai Unió klímaügyi vállalásait. Ezek a globális szinten is utat mutató klímacélok azonban csak akkor valósulhatnak meg, ha a tagállamok évről évre államháztartási erőfeszítéseket tesznek ebbe az irányba.
